EU slaps strictest safety rules on ChatGPT and Roblox

The European Union has just pulled three of geek culture’s favorite tools and playgrounds into its highest regulatory tier, designating ChatGPT, Reddit and Roblox as “very large” services under the bloc’s Digital Services Act (DSA). That status flips on the EU’s strictest online safety obligations and gives the companies roughly four months to prove they can rein in systemic risks across AI chat, forum culture and user-generated gaming.

Under the DSA, any platform or search service averaging more than 45 million monthly users in the EU can be tagged as a Very Large Online Platform (VLOP) or Very Large Online Search Engine (VLOSE). The Commission has classified ChatGPT as a very large search-type service, while Reddit and Roblox are treated as very large platforms, reflecting their massive reach into social discussion threads and kid-focused game worlds. Crossing that threshold means they move into a regime originally built for tech giants like Meta, TikTok and X, with far more intensive oversight and enforcement powers on the EU side.

The new status comes with a long checklist of obligations that go way beyond “delete bad posts faster.” ChatGPT, Reddit and Roblox must carry out annual systemic risk assessments covering illegal content, protection of minors, users’ mental and physical wellbeing, fundamental rights, electoral processes and public security. They are required to mitigate those risks through design and policy changes, submit to independent audits, and share data with regulators and vetted researchers so watchdogs can actually see how their algorithms behave in the wild. The DSA also demands an internal compliance function and at least one version of recommendation systems that does not rely on profiling users, along with the threat of fines up to 6 percent of global annual revenue for serious violations.

For the geek crowd that leans on ChatGPT to spin up lore, debug game code or storyboard indie comics, the designation is a signal that generative AI is now firmly in the EU’s safety crosshairs. Regulators are particularly focused on AI’s role in amplifying illegal content and disinformation, from manipulated explicit imagery to election-related lies, issues they are already probing in other AI-assisted services such as X’s Grok. In practice, “systemic risk” work for ChatGPT is likely to center on tighter guardrails around prompts that could produce illegal or harmful output, more transparency about training data and model behavior, and structured access for researchers studying bias and mental-health impacts. Fans may also see new EU-specific notices, friction prompts or filtered modes when using the chatbot from within the bloc as OpenAI tries to show Brussels it is actively shrinking those risks.

Reddit’s elevation to a very large platform puts its sprawling network of fandom subreddits under a microscope at a moment when the site is pushing harder into mainstream deals and data licensing. The DSA’s focus on minors, wellbeing and fundamental rights means everything from toxic harassment in gaming communities to the spread of extremist memes can now trigger scrutiny at the EU level, not just volunteer moderator drama. The platform will need to demonstrate that its moderation tools, reporting flows and recommendation systems are capable of dampening illegal and harmful content at scale, and that users have meaningful options to avoid profiling-based feeds. For communities built around leaks, political speculation or edgy fan art, the balance between freewheeling discussion and compliant content policies is about to get more complicated.

Roblox, meanwhile, sits at the intersection of kid-centric gaming, user-generated content and a booming in-game economy, making its VLOP label especially consequential. With millions of young players building and sharing experiences, the DSA obligations on minors’ safety and mental wellbeing are likely to loom largest, pushing Roblox to show EU regulators how it screens games, filters chat and manages advertising and virtual purchases aimed at children. Systemic risk assessments will have to grapple with everything from exposure to inappropriate content to the social pressure of monetized game loops and creator economies designed for kids. For developers and modders on the platform, that could translate into stricter content rules and more transparent policies about what is allowed in EU-facing experiences.

More broadly, the move folds AI chat, community platforms and UGC gaming into the same high-stakes orbit as the biggest social and video apps, cementing the DSA as the EU’s central tool for reshaping the digital landscape. The Commission now has explicit powers to scrutinize risk assessments and audit reports, demand access to data and algorithms, interview staff, and open formal proceedings if it suspects a service is not living up to its obligations. With a four-month countdown ticking, ChatGPT, Reddit and Roblox are racing to show they can tame their own scale without gutting the creativity and chaos that made them staples of geek culture in the first place. However that compromise lands, EU users should expect noticeable changes to how content is recommended, flagged and studied on their favorite chatbots, forums and game worlds as the DSA era fully takes hold.
